Qiddiya Investment Company (QIC) has signed a Memorandum of Understanding with the French Government to explore the development of a pioneering new entertainment resort in France.
The ambitious €6 billion project aims to bring a new global destination to the outskirts of Paris, and it is set to feature three distinct theme parks.
A Landmark International Agreement
The agreement was signed during an official visit by Saudi Crown Prince Mohammed bin Salman to the French Republic. It marks the very first step in a collaborative effort to define the scope, development model and contractual framework of the expansive resort.
Rivalling Europe's Biggest Destinations
Situated in Cergy-Pontoise, located roughly 30 kilometres northwest of Paris, the ambitious resort is expected to rival the scale of Disneyland Paris. The development is projected to create approximately 22,000 jobs and will provide a significant boost to the local economy.
President Macron praised the investment as an extraordinary addition to the country's tourism sector. The coming months will see both parties working closely to finalise the legal framework and secure the necessary approvals to bring this new entertainment complex to life.
A Manga-Themed Flagship
One of the most exciting aspects for theme park fans is the planned inclusion of a park dedicated entirely to manga. Reports indicate that the flagship attraction will be heavily themed around the Dragon Ball Z franchise.
The initial concept reportedly blossomed from a discussion in December 2024 between French President Emmanuel Macron and the Crown Prince, who discovered a shared passion for Japanese animation.
The Saudi Arabian Predecessor
This international expansion builds upon the extensive capabilities and partnerships Qiddiya is currently cultivating in Saudi Arabia. While Qiddiya City remains the company's principal reference point, the French destination will serve as a prominent European platform for their "Power of Play" philosophy.
The French project follows in the footsteps of the world's first Dragon Ball theme park, which is already under construction at Qiddiya City near Riyadh. This new Saudi Arabian counterpart will span over 500,000 square metres. It will feature seven themed zones inspired by the seven Dragon Balls, allowing its visitors to explore iconic recreations of Kame House, Capsule Corporation and Beerus's Planet.
The destination will boast more than 30 attractions, including five state-of-the-art flagship rides. At its centre, a 70-metre-tall Shenron statue will house a large-scale roller coaster. To create a fully immersive resort experience, the Saudi site will also include fully themed hotels and restaurants.
